It made the game update (so I let it) and it installed all the way up to 100% but then gets stuck in the '- Download paused -' state right at the end. When I tried to play it in this state it says 'An error occurred while updating The Binding of Isaac: Rebirth (missing file privileges) : C:\Program Files x86\Steam\steamapps\common\The Binding of Isaac Rebirth\resources\packed I tried verifying integrity of game cache but that was up to snuff and didn't change anything. This happens each time I delete local content and reinstall.
